Scientific and Technological Information Policy in Brazil

A política que trata da informação em ciência e tecnologia brasileira tem passado por períodos permeados de avanços e retrocessos que demarcam a organização e sistematização do referido setor: reconhecimento da informação como fator estratégico e criação dos organismos para sistematizar o setor de informação científica e tecnológica (1951-1970); construção, entendida como reformulação das atribuições dos organismos (1971-1980); coordenação de planos e programas governamentais e setoriais (1981-1990); desregulamentação de atividades relacionadas à disponibilização da informação na internet (1991-2000); e finalmente a consolidação do uso da internet e o movimento de acesso livre a informação (2001-2010). Objetiva-se, pela revisão de literatura e levantamento documental, descrever tais etapas, interpretando-as e explicando-as a luz dos acontecimentos primordiais que contribuíram para a política de informação científica e tecnológica. Conclui-se que as ações governamentais para o setor de informação científica e tecnológica são marcadas pela descontinuidade, modismo e dispersão, refletindo a prática brasileira de formulação e implementação de políticas públicas, por décadas. Atualmente discute-se a política de informação digital, mas persistem questões ulteriores que não foram devidamente resolvidas e ainda merecem atenção.@pt

The policy that treats of the Brazilian scientific and technological information has gone through periods of advances and setbacks that mark organization and systematization of that sector: recognition of information as a strategic factor and the creation of institutions, so as to systematize the scientific and technological information field (1951-1970); construction, understood as reformulation of the organisms’ assignments (1971-1980); coordination of both governmental and sector plans and programs (1981-1990); deregulation of activities related to information availability on the internet (1991-2000); and finally, the strengthening of the internet use and the free information access movement (2001-2010). The objective is, through literature review and documentary survey, describe these phases, interpreting and explaining them in the light of the main events that contributed to the scientific and technological information policy. It is concluded that the governmental actions for the use of scientific and technological information are marked by discontinuity, trendiness and dispersion, reflecting Brazilian practice of formulation and implemention of public policy. Nowadays, digital information policy is discussed, but there are still previous issues that demand attention.@en
