À medida que o setor de informação em ciência e tecnologia adquire maior densidade econômica, política e cultural, coloca-se a necessidade da sociedade e o estado estabelecerem um ordenamento que estimule esse setor, preservando o direito de livre acesso e ampla difusão de informações. no cenário internacional, as políticas de informação, tanto explícitas quanto implícitas, mostram a emergência de um certo tipo de protecionismo e indícios de possíveis confrontos e conflitos de interesses, seja entre as nações industrializadas, seja entre estas e as subdesenvolvidas. com a constituição de 1988 abrem-se condições mais propícias ao estabelecimento de um debate sobre qual deve ser a política nacional de informação em ciência e tecnologia.@pt

In the internationalscenery, information policies, both explicit and implicit, reveal theappearance of a certain kind of protectionism and signs of clashes and conflictsof interests that are likely to occur among the industrialized countriesand between these and the underdeveloped ones.
