As bibliotecas nos documentos gerenciais e regulatórios do Instituto Federal do Ceará

LIBRARIES IN THE MANAGEMENT AND REGULATORY DOCUMENTS OF FEDERAL INSTITUTE OF CEARÁ

This study addresses strategic planning at the Federal Institute of Ceará in the context of its libraries. It identifies how libraries are considered and what prerogatives regarding them exist in the Institute’s management and regulatory documents. It uses bibliographic and documentary research as methodological procedures, with a qualitative approach. It consists of the documentary analysis of nine institutional documents of the Federal Institute of Ceará. In the data analysis, it finds that the libraries are mentioned superficially in the Institute’s work plans and, thus, are separate in the grouping of strategies and construction of objectives aligned with the demands, potentialities and limitations of the institution observed in the strategic planning. The negligible actions related to the libraries identified are isolated initiatives by some campuses, not considering the Library System as a whole. We conclude that, although the analyzed documents are important tools for management and planning in an institution, the presence or absence of libraries in these documents does not dispense their responsibility to prepare their own planning; and that this absence, or the superficial indication of it, place them in a scenario of fragility and uncertainties, compromising the advancement of these information units, whether related to the organizational and physical structure, or related to human resources or the collection available.@en

Aborda o planejamento estratégico no Instituto Federal do Ceará no contexto de suas Bibliotecas. Identifica como as Bibliotecas estão contempladas e quais prerrogativas referentes a elas existem nos documentos gerenciais e regulatórios do Instituto. Utiliza como procedimentos metodológicos a pesquisa bibliográfica e documental, com abordagem qualitativa. Consiste na análise documental de nove documentos institucionais do Instituto Federal do Ceará. Da análise dos dados, constata que as Bibliotecas são citadas de forma superficial nos planos de trabalho do Instituto e, dessa forma, ficam à parte no agrupamento de estratégias e formulação de objetivos alinhados às demandas, potencialidades e limitações da instituição contemplados no planejamento estratégico. As ínfimas ações relacionadas às Bibliotecas identificadas são iniciativas isoladas de alguns campi, não contemplando o Sistema de Bibliotecas como um todo. Conclui que, embora os documentos analisados sejam importantes ferramentas de gestão e planejamento em uma instituição, a presença ou a ausência das bibliotecas nesses documentos não as exime da responsabilidade de elaborar um planejamento próprio; e que essa ausência, ou a indicação superficial, colocam-nas em um cenário de fragilidades e incertezas, comprometendo o avanço dessas unidades de informação, seja relacionado à estrutura organizacional e física, seja relacionado aos recursos humanos ou ao acervo disponibilizado.@pt
