                    [0] => This study examines the impact of the legislative gap on the recognition of information professionals in Portugal and on the quality of public library services. It assesses how the absence of a specific legal framework affects professionalization, institutional effectiveness, and the cohesion of the National Network of Public Libraries (NNPL). The methodology is based on a qualitative and documentary analysis of scientific literature, sectoral studies, and strategic reports. The results reveal a persistent pattern of ‘deprofessionalization’, territorial inequality, and institutional fragility, intensified by the 2008 administrative reform that abolished the BAD career and removed the legal requirement for specialized training. The study concludes that the lack of dedicated legislation is the main structural vulnerability of the sector, limiting the capacity of public libraries to meet the demands of the information society. Establishing a specific legal framework is therefore urgent and strategic for the sustainability of public information policies.@en
                    [1] => Este estudo analisa o impacto da lacuna legislativa no reconhecimento dos profissionais da informação em Portugal e na qualidade dos serviços das bibliotecas públicas, avaliando como a ausência de enquadramento jurídico afeta a profissionalização, a eficácia institucional e a coesão da Rede Nacional de Bibliotecas Públicas (RNBP). A metodologia assenta numa análise qualitativa e documental de literatura científica, diagnósticos setoriais e relatórios estratégicos produzidos nas últimas décadas. Os resultados evidenciam um padrão persistente de ‘desprofissionalização’, desigualdade territorial e fragilidade institucional, agravado pela reforma administrativa de 2008, que extinguiu a carreira BAD e eliminou a exigência legal de formação especializada. Conclui se que a ausência de legislação específica constitui o principal fator de vulnerabilidade estrutural do setor, limitando a capacidade das bibliotecas públicas para responder às exigências da sociedade da informação. A definição de um quadro legal próprio revela se, assim, urgente e estratégica para a sustentabilidade das políticas públicas de informação.@pt
