                                            [0] => This article aims to analyze the historical development of public reading policies in Brazil, with an emphasis on the relationships between the State, education, and the teaching of literary reading, from the colonial period to the contemporary context. It is a qualitative research study, of a bibliographic and documentary nature, based on the analysis of academic productions, legislation, decrees, government programs, and institutional documents related to book, reading, and school library policies. The analysis shows that, historically, access to reading has been marked by social inequalities, censorship, and discontinuity of public policies, reflecting tensions between cultural promotion and state control. It is observed that, although incentive programs have broadened access to books and reading, the formation of literary readers still faces structural challenges, especially regarding the appreciation of literature, the training of reading mediators, and the continuity of public policies. It is concluded that the democratization of access to books, while necessary, is not sufficient to guarantee the formation of critical readers. It is essential to articulate consistent public policies, meaningful pedagogical practices, and the promotion of literary reading in the school context.
                                            [1] => Este artigo tem como objetivo analisar o desenvolvimento histórico das políticas públicas de leitura no Brasil, com ênfase nas relações entre Estado, educação e ensino da leitura literária, desde o período colonial até o contexto contemporâneo. Trata-se de uma pesquisa de abordagem qualitativa, de natureza bibliográfica e documental, fundamentada na análise de produções acadêmicas, legislações, decretos, programas governamentais e documentos institucionais vinculados às políticas do livro, da leitura e das bibliotecas escolares. A análise evidencia que, historicamente, o acesso à leitura esteve marcado por desigualdades sociais, censura e descontinuidade das políticas públicas, refletindo tensões entre a promoção cultural e o controle estatal. Observa-se que, embora programas de incentivo tenham ampliado o acesso ao livro e à leitura, a formação de leitores literários ainda enfrenta desafios estruturais, especialmente no que se refere à valorização da literatura, à formação de mediadores de leitura e à continuidade das políticas públicas. Conclui-se que a democratização do acesso ao livro, embora necessária, não é suficiente para garantir a formação de leitores críticos, sendo imprescindível a articulação entre políticas públicas consistentes, práticas pedagógicas significativas e valorização da leitura literária no contexto escolar.
