                                    [description] => The treatment bestowed towards culture by the States institutions and organismes, in general, constitute the overall theme of this article. In this regard, it was necessary to make the distinction among object/cultural process and documental/cultural heritage, in which the protection criterias take relevant importance. This paper define, thus, the historical documents fiekl — its nature and function — which has received a different treatment from the cultural, as it has been proved by the legislation of several countries. In this respect, it pointed out the proposals to determine an eflicient policy for documents protection, through specific steps.
