                    [0] => Objective. The objective of this study was to develop an indicator-based measurement framework for assessing research governance and quality assurance in Kazakhstan’s higher education institutions (HEIs). This framework was aligned with ISO 21001:2025 and the Standards and Guidelines for Quality Assurance in the EHEA (ESG 2015).
Design/Methodology/Approach. This study employed a methodological approach to examine the development of instruments. A meticulous examination of the available documentation was undertaken to derive a set of dimensions and indicators, with the objective of ascertaining their verifiability through institutional evidence. The institutional evidence in question encompassed policies, procedures, minutes, reports, and records. The design incorporated the following elements: (i) the context of university governance reform in Kazakhstan, (ii) the operational distinction between integrity, ethics, and research governance, and (iii) regulatory alignment with management systems logic (ISO 21001:2025) and internal quality assurance standards (ESG 2015). An ordinal maturity rubric (0–3) was defined.
Results/Discussion. The instrument under consideration comprised 7 dimensions and 28 indicators. These dimensions encompass governance and accountability; leadership and planning; processes, support, and traceability; integrity, ethics, and compliance; evaluation and continuous improvement; stakeholders, transparency, and reporting; and alignment with ESG 2015 (quality policy, information management, public information, and improvement). The 0–3 rubric facilitated the description of levels ranging from nonexistent to managed and improved, thereby supporting both comparative and improvement-focused assessments.
Conclusions. The proposed framework provided a verifiable tool tailored to the Kazakh context for evaluating the maturity of the institutional system that supported research, supplementing output-focused assessments. To evaluate the feasibility and inter-rater consistency of the content, it was recommended that it be validated by experts and piloted in Kazakh HEIs.
Originality/Value. This study offered a comprehensive instrument that translated regulatory frameworks (ISO 21001:2025 and ESG 2015) into applicable indicators, with a focus on institutional capacities and evidence, and with the potential for adaptation to other university systems.@en
