                    [0] => This article examines the political and intellectual career of Eustorgio Salgar, president of Colombia since 1870 to 1872, from the perspective of information science. It analyzes his contributions to institutional modernization and the consolidation of public education, highlighting his role in shaping an enlightened citizenry. The methodology combines documentary analysis of primary sources with a critical review of secondary literature. The results show that Salgar promoted educational reforms, promoted the press as a tool for citizen education, and strengthened the relationship between information and the public sphere. Three key dimensions are identified: education as a policy of inclusion, the circulation of printed materials as a means of cultural democratization, and the strengthening of the state archive as an instrument of governance. It concludes that, although brief, his administration marked a significant transition toward a republican model where information was consolidated as a strategic resource for development. The study provides an interdisciplinary perspective that articulates political history and information science, offering insights into the roots of the relationship between the state, the citizenship, and the written culture in Colombia.@en
                    [1] => Este artículo examina la trayectoria política e intelectual de Eustorgio Salgar, presidente de Colombia entre 1870 y 1872, desde la perspectiva de las ciencias de la información. Se analizan sus aportes a la modernización institucional y a la consolidación de la educación pública, destacando su papel en la configuración de una ciudadanía ilustrada. La metodología combina un análisis documental de fuentes primarias con revisión crítica de literatura secundaria. Los resultados muestran que Salgar impulsó reformas educativas, promovió la prensa como instrumento de formación ciudadana y fortaleció la relación entre información y esfera pública. Se identifican tres dimensiones clave: la educación como política de inclusión, la circulación de impresos como medio de democratización cultural y el fortalecimiento del archivo estatal como instrumento de gobernanza. Se concluye que, aunque breve, su gobierno marcó una transición relevante hacia un modelo republicano donde la información se consolidó como recurso estratégico de desarrollo. El estudio aporta una mirada interdisciplinaria que articula historia política y ciencias de la información, ofreciendo insumos para comprender las raíces de la relación entre Estado, ciudadanía y cultura escrita en Colombia.@es
