                                            [0] => Este estudo analisa a contribuição das bibliotecas comunitárias para a formação da cidadania, investigando seu conceito, papel social e impacto na comunidade. Utilizando o método de pesquisa bibliográfica e exploratória. Foram revisadas produções acadêmicas nas bases acadêmicas SciELO, Google Scholar e o repositório institucional da Universidade Federal do Ceará (UFC) sobre bibliotecas comunitárias, educação cidadã e inclusão social. Os resultados indicam que essas bibliotecas transcendem a função de armazenamento de livros, tornando-se espaços de acesso à informação, mediação da leitura e desenvolvimento cultural. Além disso, promovem a participação ativa da comunidade, fortalecendo laços sociais e estimulando o pensamento crítico. Observou-se que esses dispositivos desempenham um papel essencial na construção da cidadania ao proporcionar acesso a recursos informacionais, desenvolver a formação leitora e realizar atividades culturais e educativas. Como resultado da pesquisa, foram criadas diretrizes para a implantação e gestão de bibliotecas comunitárias, abordando aspectos como engajamento comunitário, formação do acervo, capacitação de mediadores e sustentabilidade do projeto. Essas diretrizes demonstram que a biblioteca comunitária é um agente de transformação social, promovendo inclusão e participação cidadã. Conclui-se que seu fortalecimento deve ser incentivado por políticas públicas e ações comunitárias, garantindo sua continuidade e ampliando seu impacto na construção de uma sociedade mais democrática e informada.
                                            [1] => This study analyzes the contribution of community libraries to the formation of citizenship by investigating their concept, social role, and impact on the community, using bibliographic and exploratory research methods. Academic productions on community libraries, civic education, and social inclusion were reviewed in the SciELO and Google Scholar academic databases, as well as in the institutional repository of the Federal University of Ceará (UFC). The results indicate that these libraries go beyond merely storing books; they become spaces for access to information, reading mediation, and cultural development. Additionally, they promote active community participation, strengthen social bonds, and stimulate critical thinking. It was observed that these institutions play an essential role in building citizenship by providing access to informational resources, fostering reading habits, and organizing cultural and educational activities. As a result of the research, guidelines were created for the implementation and management of community libraries, addressing aspects such as community engagement, collection development, mediator training, and project sustainability. These guidelines demonstrate that community libraries act as agents of social transformation, promoting inclusion and civic participation. It is concluded that strengthening these institutions should be encouraged through public policies and community actions to ensure their continuity and expand their impact on the construction of a more democratic and informed society.
