                                            [0] => This work aims to discuss the use of the right of access to information during the phenomenon known as civil surveillance, in which citizens come together to apply monitoring action under their governments. The intention was to observe how voluntary projects linked to public transparency demands reach government data and how they deal with them, observing the aspect of information practices studies. Therefore, the objective was limited to verifying how members of civil society technically use public data to absorb facts and information about government actions and, consequently, participate more actively in the democratic regime. By applying the exploratory methodology based on three dimensions, the article was able to observe results that mainly point to objectives centered on surveillance and reporting, including a pattern of “translation” of numbers into facts to provide a more accessible transfer to the population.
                                            [1] => Este trabalho visa discutir a utilização do direito de acesso à informação durante a atuação do fenômeno conhecido como vigilância civil, em que cidadãos se reúnem para aplicar uma ação de monitoramento sobre seus governantes. A intenção foi observar como projetos voluntários e ligados às cobranças de transparência pública alcançam os dados governamentais e como lidam com eles, observando a vertente dos estudos de práticas informacionais. Por isso, o objetivo foi delimitado em refletir sobre a utilização técnica de dados públicos por parte da sociedade civil para absorver fatos e informações sobre as ações do governo e, consequentemente, participar mais ativamente do regime democrático. Ao aplicar a metodologia exploratória baseada em três dimensões, o artigo pôde observar resultados que apontam, principalmente, para objetivos centrados na vigilância e na denúncia, incluindo um padrão de interpretação dos números em fatos para nutrir um repasse mais acessível à população.
