                                            [0] => It presents a historical overview of access to scientific information in Brazil from 1969 to 2019, and points out changes and permanences related to the Brazilian scientific scenario, having as its starting point the analysis of the text by Etienne Poubel presented at the II Regional Congress on Documentation in 1969, organized by the Brazilian Institute of Bibliography and Documentation (IBBD). Through a research in the annals of the aforementioned congress, from the scenario portrayed by Etienne Poubel, a parallel is drawn between the difficulties present in the 1960s for the acquisition of scientific information and the scenario in this second decade of the 21st century. To this end, a bibliographical and documentary research on the theme is carried out, characterizing the study as exploratory-descriptive. It is noted the permanence and intensification of issues such as abundant scientific production, the high cost of access to scientific journals and the lack of knowledge of another language on the part of Brazilian researchers, with, on the other hand, significant changes in the international context related to free access to scientific information, expressing these, in Brazil, in the Brazilian Manifesto of Support to Free Access to Scientific Information, launched by the Brazilian Institute of Information in Science and Technology (IBICT) in 2005. It is concluded that free access to scientific information requires the commitment of institutions and researchers, united in the objective of giving visibility, free of charge, to scientific production sponsored with public resources.
                                            [1] => Apresenta um panorama histórico sobre o acesso à informação científica no Brasil entre 1969 a 2019, e aponta mudanças e permanências relacionadas ao cenário científico Brasileiro, tendo como ponto de partida a análise do texto de Etienne Poubel apresentado no II Congresso Regional sobre Documentação em 1969, organizado pelo Instituto Brasileiro de Bibliografia e Documentação (IBBD). Por meio de uma pesquisa nos anais do referido congresso, traça-se, a partir do cenário retratado por Etienne Poubel, um paralelo entre as dificuldades presentes na década de 1960 para aquisição da informação científica e o cenário nesta segunda década do século XXI. Para tanto, faz-se uma pesquisa bibliográfica e documental acerca do tema, caracterizando o estudo como exploratório-descritivo. Constata-se a permanência e intensificação de questões como a produção científica abundante, o elevado custo de acesso a periódicos científicos e o não domínio de outro idioma por parte dos pesquisadores brasileiros, havendo, em contrapartida, mudanças expressivas no contexto internacional relacionado ao acesso livre à informação científica, expressando-se estas, no Brasil, no Manifesto Brasileiro de Apoio ao Acesso Livre à Informação Científica, lançado pelo Instituto Brasileiro de Informação em Ciência e Tecnologia (IBICT) no ano de 2005. Conclui-se que o livre acesso à informação cientifica exige o comprometimento de instituições e pesquisadores, unidos no objetivo de dar visibilidade, de forma gratuita, à produção científica patrocinada com recursos públicos.
