                                            [0] => This work discussed the concepts of democratization and popularization under the bias of archival outhread. The qualitative analysis focused on three instruments elaborated in different administration instances, national, state and municipal. The following were analyzed: the Plano Setorial de Arquivos (2017-2027), the Plano Diretor de Políticas do Arquivo do Estado de São Paulo (2019) and the Plano Municipal de Arquivos de Belo Horizonte (2022-2025). It was noticed that the Plano Setorial de Arquivos, despite being well structured and with actions aimed at the democratization and popularization of the collection, is a little out of the Brazilian reality, especially with regard to municipal archives. The Plano Diretor, on the other hand, is completely aligned with institutional needs, however other planning instruments are necessary so that the policy does not suffer a long-term delay. Finally, the Plano Municipal de Arquivos, despite containing democratization and popularization strategies in almost all items, favors actions aimed at democratizing access by emphasizing education actions through heritage and editorial production. Thus, through democratization and popularization actions, the archives must be known by the greatest number of people, but it is imperative that they understand the potential of these institutions.
                                            [1] => Este trabalho discute os conceitos de democratização e popularização sob o viés da difusão arquivística. Realizou-se uma análise qualitativa e documental do Plano Setorial de Arquivos (2017-2027), do Plano Diretor de Políticas do Arquivo Público do Estado de São Paulo (2019) e do Plano Municipal de Arquivos de Belo Horizonte (2022-2025). Os critérios de análise incluíram a identificação de estratégias de difusão voltadas à democratização e popularização dos Arquivos e as implicações para a adoção de cada estratégia. Percebeu-se que o Plano Setorial de Arquivos, apesar de bem estruturado e com ações que visam a democratização e a popularização do acervo, está dissociado da realidade brasileira, principalmente no que tange aos Arquivos municipais. Já o Plano Diretor está completamente alinhado às necessidades institucionais, entretanto são necessários outros instrumentos de planejamento para que a política não sofra uma defasagem a longo prazo. Por fim, o Plano Municipal de Arquivos, apesar de conter estratégias de democratização e popularização em quase todos os itens, privilegia as ações que visam a democratização do acesso ao dar ênfase em ações de educação pelo patrimônio e produção editorial.
