Summary
This work aims to analyze the cultural programming carried out in municipal and community libraries registered in the State System of Public Libraries of Ceará (SEBP/CE), for the purpose of understanding how these activities are planned and constructed, as well as whether they match the informational needs of their users. In order to achieve the defined purposes, bibliographic and documentary research was conducted, of an exploratory and descriptive nature, with a comparative method. The research field consisted of eight libraries, five municipalities and three communities. To collect data, a questionnaire was used as an instrument, administered via WhatsApp with representatives of these institutions. It was observed that library managers, both municipal and community, recognize the real benefits of planning a cultural program built in conjunction with the community, pointing to it as being richer and more desirable for the residents of the surrounding area, since it provides an opportunity for the community to feel a sense of belonging, in addition to resulting in greater zeal and care for the collection on the part of the residents, as well as informational and cultural gains.

Objetiva-se com esse trabalho analisar a programação cultural realizada nas bibliotecas municipais e comunitárias cadastradas no Sistema Estadual de Bibliotecas Públicas do Ceará (SEBP/CE), buscando compreender como essas atividades são planejadas e construídas, bem como se atendem às necessidades informacionais dos seus usuários. A fim de alcançar os propósitos definidos, foi realizada pesquisa bibliográfica e documental, de caráter exploratório e descritivo, com método comparativo. O campo de pesquisa consistiu em oito bibliotecas, sendo cinco municipais e três comunitárias. Para a coleta dos dados, foi utilizado como instrumento o questionário, aplicado via WhatsApp com representantes dessas instituições. Observou-se que os gestores das bibliotecas, tanto municipais quanto comunitárias, reconhecem os reais benefícios do planejamento de uma programação cultural construída em conjunto com a comunidade, apontando esta como mais rica e desejável pelos moradores do entorno, visto que oportunizam o sentimento de pertencimento da comunidade, além de resultar em maior zelo e cuidados com o acervo por parte dos moradores, como também, ganhos informacionais e culturais.
