                    [0] => This article investigates the fundamental elements of archival institutionalism as evidenced in the legislation of municipalities in Rio Grande do Sul (RS) with more than 50,000 inhabitants. The analysis at the municipal level aimed to mitigate the lack of reliable data on archival institutions at this level. According to the National Council of Archives (CONARQ), "it is essential that Brazil has institutionalized municipal public archives, strengthened and positioned politically and strategically in the structure of municipal public administration, with adequate and trained human resources" (2014, p. 21). In other words, more than just existing, municipal public archives need to be endowed with the elements that make up archival institutionality to fulfill their legal duties. To achieve the objective of this work, we established a mixed methodological strategy (qualitative-quantitative), divided into six stages. The results presented summarize part of a series of similar investigations aimed at understanding not only how many and which public archival institutions exist in Brazil, but also how these bodies have been mobilized to fulfill their functions.@en
                    [1] => Este artigo tem como objetivo investigar os elementos fundamentais da institucionalidade arquivística evidenciados na legislação dos municípios do Rio Grande do Sul (RS) com mais de 50 mil habitantes. A análise em âmbito municipal visou mitigar a ausência de dados confiáveis sobre instituições arquivísticas em tal esfera. De acordo com o Conselho Nacional de Arquivos (CONARQ), “é imprescindível que o Brasil conte com arquivos públicos municipais institucionalizados, fortalecidos e posicionados política e estrategicamente na estrutura da Administração Pública municipal, dotados de recursos humanos adequados e capacitados” (2014, p. 21). Ou seja, mais do que existirem, os arquivos públicos municipais precisam ser dotados dos elementos que constituem a institucionalidade arquivística para que possam cumprir suas atribuições legais. Neste sentido, para alcançar o objetivo deste trabalho estabelecemos uma estratégia metodológica mista (quali-quantitativa), dividida em seis etapas. Os resultados apresentados sumarizam parte de uma série de investigações congêneres, voltadas a compreender não apenas quantas e quais instituições arquivísticas públicas existem no Brasil, mas também como estes organismos têm sido mobilizados para cumprir suas funções.@pt
