Referral centres require formation of databases, which in the case of EMBRAPA, could be made of: products and tecnologies, services, institutions of the research, extension, technical assistanee, eonsultancy, bibliographie information, equipment catalogue, researeh projects, ete. Through the criation of referral eentres EMBRAPA eould integrate the PubJie System of Access to Database (ANTARES) of the PADCT, which aim at interlinking of the national instituions which operate the databases and the sharing of their information resources.
                                            [1] => Estudo conduzido nas bibliotecas e setores de difusão de tecnologia da EMBRAPA, visando identificar: tipos de usuários, demanda de informação técnico-científica e oferta de serviços e produtos informacionais. Sugere a implantação de Centros Referenciais nas Unidades descentralizadas da EMBRAPA, visando oferecer atividades referenciais, como: serviço de encaminhamento de usuário, serviço de pergunta e resposta, serviço de assistência e consultoria técnicas. Centros Referenciais requerem o trabalho de formação de bases de dados institucionais e no caso da EMBRAPA estas poderão contemplar temas variados: produtos e tecnologias gerados, serviços prestados, cadastro de instituições de pesquisa, ensino, extensão, assistência técnica, consultoria, acervo documental, catálogo de equipamentos, projetos de pesquisa em andamento etc. Através da criação de Centros Referenciais a EMBRAPA poderá integrar o Sistema Público de Acesso à Base de Dados (ANTARES), do PADCT, que visa a interligação das instituições nacionais que operam bases de dados e o compartilhamento de seus recursos informacionais.
