                    [0] => The evaluation of the library system in context of higher education has marked itself quantitatively the operating conditions and the infrastructural development- wrong evidence of progress-. This trend of superficial measurement hindered a more sensitive screening of the library in the modern paradigm context (knowledge society). The theoretical model for the library evaluation that is being proposed in this document represents and innovating alternative to value the library in a more objective dimension, meaningful and functional to respond to institutional expectations and to the new sociocultural order in twilight of traditional systems. Evaluating the library systems in a society characterized by the incessant flow of information and academic production is not a simple position of educational discourse but an unavoidable necessity that justifies the title role of libraries as a cultural reception area. The construction of knowledge in the psycho educational modern paradigms is due in many ways to the role of the library mediator between the knower and the access to information resources. From this perspective it’s essential to question if the library system is prepared to overcome challenges imposed upon the new century and if the current evaluation modelsbesides recording the operating conditions- can lead the reinvention of the system and push the complex dynamic of information. The evaluation model of library development that is presented is divided in independent segments that register the key elements of the library: its institutional projection, its development in the educational environment, the historical conditions that have defined the lines of its operation and the influence and impact in the transformation of the users.@en
                    [1] => La evaluación del sistema bibliotecario en el contexto de la educación superior se ha caracterizado por registrar cuantitativamente las condiciones operativas y de desarrollo infraestructural –evidencia
equívoca de avance-. Esta tendencia de medición superficial ha imposibilitado un acercamiento más
sensible a la proyección de la biblioteca en el contexto paradigmático moderno (sociedad del conocimiento).
El modelo teórico de evaluación bibliotecaria que se propone en este documento representa
una alternativa innovadora para valorar a la biblioteca en una dimensión más objetiva, trascendente y funcional que responda a las expectativas institucionales y al nuevo orden sociocultural en el crepúsculo
de los sistemas tradicionales. Evaluar los sistemas bibliotecarios en una sociedad caracterizada
por el flujo incesante de información y de producción académica no es una simple postura del discurso educativo sino una necesidad ineludible que legitima el papel protagónico de la biblioteca como espacio de recepción cultural. La construcción del conocimiento en los paradigmas
psicoeducativos modernos se debe en muchos sentidos al papel mediador de la biblioteca entre el sujeto cognoscente y el acceso a los recursos informativos. Desde esta perspectiva, es indispensable cuestionar si el sistema bibliotecario está preparado para superar los retos que le impone el nuevo
siglo y si los modelos vigentes de evaluación –además de registrar las condiciones operativas- pueden provocar la reinvención del mismo sistema e impulsarla a la compleja dinámica informativa. El modelo de evaluación del desarrollo bibliotecario que se presenta se divide en segmentos independientes que
registran los elementos clave de la biblioteca: su proyección institucional, evolución en el entorno
educativo, las condiciones históricas que han definido las líneas de su operatividad y la influencia e impacto en la transformación de los usuarios.@es
