                    [0] => The purpose of this paper is to make an interpretative analysis of the issue of citizen inclusion through information technologies (ITs), in order to understand how the degree of ICT participation in the Venezuelan population is evaluated. The premise is that education holds on to an ideological basis, which represents an elite notion, because it excludes a high number of human beings and, today, is still associated to the technological determinism that separates any responsibility we may have in creating a new social model. The articles examines some traits of policies that have been used for the purpose of excluding masses of citizens that have not had access to education, based upon an ideological conception that denies citizen participation in social well-being. Finally, the article makes an analytical diagnosis of the current state of ITs in Venezuela, in search of involving citizens in higher levels of education, in order to make some further concrete proposals to achieve better and higher levels of digital-based citizen involvement@en
                    [1] => El propósito de este trabajo es realizar un análisis interpretativo del tema de la inclusión ciudadana a través de las tecnologías de información (TICs), para comprender cómo se evalúa el grado de participación de las TICs en la población venezolana en general. La premisa es que la educación se mantiene aferrada en un bagaje ideológico, que representa una noción elitesca, porque excluye a buena parte de los seres humanos, y hoy, sigue asociada al determinismo tecnológico que separa cualquier responsabilidad que podamos tener en la creación de un nuevo modelo de sociedad. Se examinan algunos rasgos de políticas que se han usado con el propósito de excluir a masas de ciudadanos que no han tenido acceso a la educación, basándose en una concepción ideológica que niega la participación ciudadana al bienestar social. Por último, se hace un diagnóstico analítico del estado actual de las TICs en Venezuela, en la búsqueda por incorporar a los ciudadanos a niveles más altos de educación, para luego hacer algunas propuestas concretas para alcanzar mejores y mayores niveles de incorporación ciudadana con base en lo digital@es
