                    [0] => This paper presents an analysis of the development of the WWW information systems in the local administration in Spain (1997-2002). First, we are going to review the legislation about public administration on Internet (LORTAD, Comisión Interministerial de Información Administrativa, Plan Info XXI, España.es, Red.es etc.). Our main objective is to register the historical evolution of the use and application of WWW in Spanish local administration, arised by the number of citizens. We propose one new method of analysis: the study of the first level domains of the electronic addresses of the units. Finally, we conclude that there has been an important evolution, though it is not homogeneous, that: those units that have been lately introduced in Internet have experienced a fast growth since 1999, that the measure domain strange/own is valid for the town halls and that the domain “.es” is diminishing compared to others such as “.org”.@en
                    [1] => Análisis del desarrollo de los sistema de información Web de las Administraciones públicas locales desde 1997 al 2002. Revisión inicial de la legislación y acciones sobre la Administración en Internet (LORTAD, Comisión Interministerial de Información Administrativa, Plan Info XXI, España.es, Red.es). El objetivo básico es registrar la evolución histórica del uso y aplicación de www en las Administraciones locales españolas organizadas según el número de habitantes. Se propone un nuevo método de análisis: estudio de los dominios de primer nivel de las direcciones electrónicas de las unidades. Se concluye que hay una importante evolución, que no es homogénea, pero que desde 1999 han experimentado un rápido crecimiento las unidades que más tardaron en incorporarse a Internet, que la medida dominio ajeno/propio es válida para los ayuntamientos y que el dominio “.es” está experimentando un importante retroceso frente a otros como “.org”.@es
