                                            [0] => The development of the digital information and INTERNET has generated difficulties regarding the copyright, in order to solve this situation, recently have been promulgated several legal standards in the national and international levels.  These new international standards and procedures protect, from legal point of view, technological aspects that control the access and use of the intellectual work. Herein is analyzed the effect of these technologies and the legislation on which they are based,  regarding copyright limits established by law,  in order to facilitate information access to citizens, in general, and library’s users, in particular. The first part of the paper is a brief looking to these technological aspects (what they are and how they work), in order to analyze the regulations, in this field,  established in 1996 by the WIPO´s (World Intellectual Property Organization) Agreement in relation with Copyright and by the three main legal standards, which up to now, have been implemented by Digital Millennium Copyright Act 1998  (United States), the recent administration of the European Union in 2001 and by the new Australian law (2000)
                                            [1] => Para solucionar los problemas creados al derecho de autor por el desarrollo de la información digital e Internet se han promulgado recientemente una serie de normas jurídicas, tanto nacionales como internacionales. Estas nuevas leyes y tratados internacionales proporcionan protección legal a las medidas tecnológicas que controlan el acceso y uso de las obras intelectuales. Se analiza el efecto de estas medidas tecnológicas, y de la legislación que las protege, sobre los límites a los derechos de autor que las leyes establecen para facilitar el acceso a la información por parte de los ciudadanos en general y de los usuarios de las bibliotecas, en particular. Se comienza haciendo un breve repaso de estas medidas tecnológicas (en qué consisten y cómo funcionan), como punto de partida imprescindible para  analizar a continuación sus regulaciones por el Tratado de la  Organización Mundial de la Propiedad Intelectual (OMPI) sobre Derecho de Autor de 1996 y por las tres principales normas jurídicas que hasta ahora lo han implementado: Digital Millennium Copyright Act 1998 (Estados Unidos), la reciente Directiva de la Unión Europea de 2001 y la nueva ley Australiana (2000)
