                    [0] => In the state of Pernambuco there are presently, at full operational work, 179 public libraries,
all of them connected through Pernambuco’s Public Libraries System. At the North Metropolitan Region of Recife, source of this essay, there are six of these institutions,
respectively in Araçoiaba, Itamaracá, Itapissuma, Igarassu, Paulista and Olinda. Abreu e Lima city has no public library. Starting from documents analysis, questionnaires and local
observation made by the researcher, with the objective of analyzing the libraries functions and its contribution to the state social, cultural and educational , development. The
subsequent diagnose reveals that the institutions restrain their activities to the educational purpose only, having little contribution to the communities culture. The research also reveals
the lack of public politic regulation for the libraries, which reflects directly in loss, absence and low growth of physical space, equipments, technological resources and the absolute need
of capable human resources. Not to mention the importance of the Pernambuco’s Public Libraries System, that tries to ease and minimize the above-discussed problems.@en
                    [1] => No Estado de Pernambuco existem atualmente, em funcionamento, 179 bibliotecas municipais, ligadas
entre si pelo Sistema de Bibliotecas Públicas de Pernambuco. Na Região Metropolitana Norte do Recife, encontram-se 06 destas instituições, distribuídas nos municípios de Araçoiaba, Itamaracá,
Itapissuma, Igarassu, Paulista e Olinda. O município de Abreu e Lima não tem biblioteca municipal. A partir da análise de documentos, de questionários, e da observação do local pelo pesquisador, traçou-se
um perfil geral destas bibliotecas, com o objetivo de analisar o funcionamento das bibliotecas e sua contribuição para o desenvolvimento social, cultural e educacional do Estado. O diagnostico revela
que as instituições restringem suas atividades na função educacional, tendo assim pouca contribuição para a cultura dos municípios. A pesquisa revela também ausência de políticas públicas para
bibliotecas, o que reflete diretamente na falta de infra-estrutura física, equipamentos, recursos tecnológicos e na carência de recursos humanos capacitados. Além do que, frisa a importância do
Sistema de Bibliotecas Públicas de Pernambuco, na tentativa de minimizar os problemas acima citados.@pt
