                    [0] => It describes the Social Responsibility of the Information Science with the Social Control of the Public Politicies of Information, and in peculiar observing the Programs, Plans and Projects that aim at the creation of libraries and collections in the public schools. Evaluating the possibility of an autonomous keeping watch of a social program of reading in the municipal district of João Pessoa developed in the years of 2003-2004, it verifies the impossibility of accomplishing an evaluation ex
post facto of social project, that analyzes the consequences of the action starting from its temporary dimension, when this is already ended, making unfeasible decisions making in the definition of a Public Policies of local Information with base in the reached results, and accomplishment of a Social Control. It attributes the lack of necessary tools for the accompanying, evaluation and critic of policiess which formulation responsibility and fulfillment correspond to the State, to the municipal managers´ negligence with the new orientations for the Social Policies, as the objectivity, too much information, use of rigorous methods and popularization of the results to guarantee that any citizen can evaluate the Projects execution, Programs or Plans that involve public resources. It ends for the need of a transparency attitude and ethics of the public powers with the citizen and its social organizations in the planning and development of actions, making information available and promoting the participation of the Information Science as a monitor and to make possible the access to those information.@en
                    [1] => Descreve a Responsabilidade Social da Ciência da Informação com o Controle Social das Políticas Públicas de Informação, e em particular com o monitoramento de Programas, Planos e projetos que objetivam a criação de bibliotecas e acervos nas escolas públicas. Avaliando a possibilidade de
monitoramento autônomo de um programa social de leitura do município de João Pessoa desenvolvido nos anos de 2003-2004, constata a impossibilidade de realizar uma avaliação ex-post de projeto social, que analise as conseqüências da ação a partir de sua dimensão temporal, quando este já está concluído, inviabilizando a tomada de decisões na definição de uma Política Pública de Informação local com base nos resultados alcançados, e a efetivação de um Controle Social. Atribui a falta de instrumentalização necessária para o acompanhamento, avaliação e crítica de políticas cuja responsabilidade de formulação e implementação correspondam ao Estado, ao descaso dos gestores municipais com as novas orientações para a Política Social, quanto a objetividade, informação suficiente, utilização de métodos rigorosos e divulgação dos resultados de
modo a garantir que qualquer cidadão possa avaliar a execução de projetos, Programas ou Planos que envolvam recursos públicos. Conclui pela necessidade de uma atitude de transparência e ética dos poderes públicos com o cidadão e suas organizações sociais no planejamento e desenvolvimento de suas ações, disponibilizando informações e promovendo a participação, e da Ciência da Informação em monitorar e possibilitar o acesso a essas informações.@pt
