                    [0] => This qualitative study aimed to analyze the current context of construction of the National Policy on Information and Informatics in Health (PNIIS) as well as the challenges that emerge in this scenario. The methodological approach included a documentary research from Ordinances, Resolutions and Instruction rules related to the field of Information and Informatics in Health (IIS) in Brazil, the National Health Plan (NHP), the reports of seminars and national conferences health. Were also related to the analysis of PNIIS versions. After preliminary analysis, we proceeded to the Content Analysis of the documents. It was found that the PNIIS, still under construction, has been the subject of debates and proposals in various ministries and extra ministerial bodies. Some regulations have also emerged in parallel in order to regulate the actions of information and health informatics. However, still seeks the transformation of law in PNIIS. Some challenges also provide: the need to broaden public participation in the construction of this policy, the need for convergence of laws, regulations, resolutions and forums for policy formulation common, recognized, legitimized and implemented; The need to consider the existing power relations, as well as the relationship between the public and private sectors primarily in the field of information and associated technologies. We conclude that the results of the research demonstrate the advances, especially after 2006, but advances are in discussions, debates and not in the actual legitimacy of this policy. Finally, we emphasize the need for advances mainly in legitimizing and implementing policy in construction on the national scene.@en
                    [1] => Estudo de abordagem qualitativa que teve como objetivo analisar o contexto atual de construção da Política Nacional de Informação e Informática em Saúde (PNIIS), bem como os desafios que emergem neste cenário. O percurso metodológico contou com uma pesquisa documental a partir de Portarias, Resoluções e uma Instrução normativa relacionadas ao campo da Informação e Informática em Saúde (IIS) no Brasil; o Plano Nacional de Saúde (PNS); os relatórios de seminários e conferências nacionais de saúde. Também foram relacionadas para análise as versões da PNIIS. Após a análise preliminar, procedeu-se à Análise de Conteúdo dos documentos. Verificou-se que a PNIIS, ainda em construção, tem sido alvo de debates e proposições em diversas instâncias ministeriais e extra ministeriais. Algumas regulamentações também têm emergido em paralelo visando regulamentar ações de informação e informática em saúde. Entretanto, ainda busca-se a transformação da PNIIS em Lei. Alguns desafios também se estabelecem: a necessidade de ampliar a participação da população na construção desta política; a necessidade de convergência das leis, normas, resoluções e instâncias para a formulação de uma política comum, reconhecida, legitimada e implementada; a necessidade de considerar as relações de poder existentes, bem como a relação entre público e privado principalmente no campo da informação e tecnologias associadas. Conclui-se que os resultados da pesquisa demonstram os avanços, sobretudo pós 2006, porém são avanços nas discussões, nos debates e não na efetiva legitimação desta política. Enfim, enfatiza-se a necessidade de avanços principalmente na legitimação, e aplicação da política em construção no cenário nacional.@pt
