Descreve, a partir da noção de contexto de Bunge (1980), um quadro teórico-conceitual fundamentado na proposição de Wersig e Neveling (1975) sobre a responsabilidade social da Ciência da Informação na sociedade contemporânea, onde se relacionam os construtos tecnologias intelectuais e competências em informação de modo a promover ações de informação para desenvolvimento de dispositivos e artefatos de informação na Internet.
