A Prefeitura do Município de São Paulo (PMSP) tem implementado sua política de inclusão digital através de telecentros, que são espaços públicos de acesso à informática e internet. Alguns são localizados em organizações do terceiro setor da periferia do município, e as entidades comunitárias se responsabilizam pela gestão e operação do espaço. O presente trabalho é resultado de uma consultoria social desenvolvida para o Centro Comunitário Jardim Autódromo, que abriga um dos telecentros da PMSP. Esta consultoria foi realizada no âmbito do Programa de Extensão de Serviços à Comunidade (Pesc), da Faculdade de Economia, Administração e Contabilidade da Universidade de São Paulo. O objetivo é apontar caminhos que potencializem a efetividade de políticas de inclusão digital, mais especificamente, como parcerias entre governos e associações comunitárias podem auxiliar na capilarização destas políticas, permitindo a aproximação das tecnologias de informação e comunicação à realidade das comunidades. A articulação comunitária mostrou-se de grande importância para adequada apropriação da política pública pela população atendida.

Articulation between state and third sector in policies of digital inclusion – the case of Telecentro Jardim Autódromo


Abstract


The São Paulo Municipality (PMSP) has implemented a policy targeting the digital divide by means of the so-called telecentros, which are public spots which provide access to computers and the Internet. Some are installed in organizations of the third sector located in the city’s poor neighborhoods, which are responsible for operating and managing them. This article is a result of social consultancy services rendered to the Jardim Autódromo Community Center, which hosts one of those telecentros. Such services were performed within the Extension Program for Community Services (Pesc), of the Faculty of Economics, Management and Accountability of the University of São Paulo. The purposes of this article is to point out ways which might help to improve the effectiveness of public policy aiming to bridge the digital divide, more specifically how partnerships between government and community associations can help to spread public policies, allowing the approximation of the information and communication technologies to the reality of the communities. The community articulation was identified as a key factor for an appropriate embracement of the public policy by the assisted population.
