                    [0] => A exclusão digital (tanto de indivíduos como de micro/pequenas empresas) decorre de exclusão social e/ou econômica. Assim, é natural julgar que ações de inclusão digital somente farão sentido após ações concretas de inclusão social ou econômica. Na realidade, tais ações devem ser concomitantes e articuladas, posto que TICs têm hoje papel central em educação e geração de emprego/trabalho. 
O governo federal tem papel fundamental a desempenhar quanto ao tema, principiando com alocação de recursos materiais e humanos; definição de diretrizes e prioridades; operacionalização de mecanismos de execução; e constância de rumo. Mas, sobretudo, é necessário converter o tema da inclusão nacional em prioridade da sociedade brasileira.

Social inclusion and TICs

Abstract

Digital exclusion (both of individuals and of micro/small enterprises) derives from social and/or economic exclusion. So, it is taken for granted that actions of digital inclusion will only make sense after concrete actions of social or economic inclusion. Actually, such actions have to be concomitant and articulated, since TICs have today a central role in education and generation of employment/work. The federal government plays a fundamental role as regards the theme, starting out by allocating material and human resources; by defining the guidelines and priorities; by operating execution mechanisms; and by keeping the same direction. But, above all, it is necessary to turn the theme of national inclusion into a priority for the Brazilian Society.
