                    [0] => This paper discusses the possibility of perceiving international cooperation as a legal instrument for the establishment of the human right to health. Firstly, it was found that the Portuguese-speaking African Countries (PALOP) – Angola, Cape Verde, Guinea-Bissau, Mozambique and St. Thomas and Prince – recognize health as a right, be it in their constitutions, be it through international law. However, historically, these countries have had enormous difficulties in the implementation of this right and North-South international cooperation faces many contradictions in the task of promoting social and economic development. The horizontal cooperation between Brazil and each of these countries – through bilateral actions – is studied in this paper. Data analysis suggests positive elements and also aspects that can be improved in the cooperation among developing countries. And the set of agreements signed allows a prospective analysis of health cooperation, considering its improvement as a South-South mechanism to guarantee rights.@en
                    [1] => O presente artigo pergunta pela possibilidade da cooperação internacional ser percebida como instrumento jurídico para a efetivação do direito humano à saúde. Primeiramente se verifica que os Países Africanos de Língua Oficial Portuguesa (PALOP) ? Angola, Cabo Verde, Guiné-Bissau, Moçambique e São Tomé e Príncipe ? reconhecem a saúde como direito, seja em suas constituições, seja por meio do direito internacional. Ocorre que, historicamente, esses países têm enormes dificuldades para a implementação desse direito e a cooperação internacional NorteSul enfrenta muitas contradições na tarefa de promover o desenvolvimento social e econômico. Estuda-se a cooperação horizontal que o Brasil estabelece com cada um desses países, a partir de atos bilaterais. A análise dos dados sugere elementos positivos e, igualmente, aspectos que podem ser melhorados na cooperação entre países em desenvolvimento. E o acervo dos acordos celebrados permite uma análise prospectiva da cooperação sanitária, tendo em vista seu aperfeiçoamento como mecanismo Sul-Sul para efetivar direitos.@pt
