                    [0] => In this article we intend to structure a reflection on some contradictions inherent to the process of incorporation of the institutional spaces of social control in health care policy, identifying the counterarguments that pervade participation discourse in contemporaneity. For this, we emphasize the political ideology that guided redemocratization in the 1970-1980 decades, which broadened the basis of citizenship, understanding that as a protection and social control. Likewise, we analyze the changes in neoliberal thoughts and its consequences in dismantling of public policy and in consolidating the challenges saddle to their democratic management.@en
                    [1] => Neste artigo pretendemos estruturar uma reflexão acerca de algumas das contradições inerentes ao processo constitutivo dos espaços institucionais de controle social na política de saúde, identificando as contra-argumentações que permeiam o discurso da participação na contemporaneidade. Para tanto, ressaltamos as mudanças políticas pautadas no ideário de redemocratização, nas décadas de 1970-1980, que ampliaram as bases do conceito de cidadania, entendendo-a, também, como proteção e controle social. Da mesma forma, temos como análise as mudanças de caráter neoliberal e suas conseqüências no desmonte das políticas públicas e na consolidação dos desafios impostos à gestão democrática das mesmas.@pt
