                    [0] => AbstractThis paper aims to analyze the news published in the Brazilian printed newspapers about theAção Integrada Centro Legal [Integrated Action for a Legal Downtown], which was launched inJuly 2009 by the Municipality of São Paulo, the state government and other agencies with theobjective of restoring the socially degraded downtown region with the cooperation of militarypolice, healthcare professionals and social assistance professionals. Two categories were testedin this study: public health and public safety. The study of journalistic focus, combined with thetheory of agenda setting, indicates that the press not only lists our concerns but alsoinfluences how we think about various topics, acting as an instrument of political power andpersuasion. Although the number of news reports focusing on health increased in 2012, it hasalways been lower than the number of news reports on security, which reached more than 50% of the total in 2012. The interventions of the Ação Integrada Centro Legal were mostlymarked by a disconnection between government agencies, but the newspapers focused solelyon the political conflict, disregarding the need for joint action to solve a problem that is both apublic health issue and a social issue.@en
                    [1] => Este artigo pretende fazer uma análise do enquadramento das notícias publicadas nos jornaisimpressos brasileiros sobre a Ação Integrada Centro Legal,lançada em julho de 2009 pelaPrefeitura de São Paulo, pelo governo estadual e outros órgãos com o objetivo de restaurar aregião socialmente degradada, por meio de ações da Polícia Militar e de profissionais de saúdee de assistência social.Para o estudo, foram testadas duas categorias: saúde pública esegurança pública. A pesquisa sobre o enquadramento jornalístico vem se consolidando naliteratura especializada e, aliada à teoria da agenda, determina que a mídia não apenasagenda nossas preocupações, mas também influi sobre como pensamos acerca dos diversostemas, configurando-se, portanto, em um instrumento de poder político e de persuasão.Embora o enquadramento saúde tenha aumentado em 2012, ele sempre esteve abaixo doenquadramento segurança, que, em 2012, chegou a mais de 50% das notícias. Asintervenções da Ação Integrada Centro Legal foram, em sua maioria, marcadas peladesarticulação entre esferas do governo, mas os jornais focaram no embate político,desconsiderando a necessidade de ações conjuntas a fim de solucionar um problema que ésocial e de saúde pública.@pt
