                    [0] => This paper presents the results of a research-action project carried out in Rivera (Uruguay) and the Binational Conurbation that integrates with Livramento (Brazil). The research aimed to strengthen a university region in this Conurbation, a pole of attraction for students from various adjacent areas. The study analyzes the institutional relations in the higher education system between 2020 and 2021 and proposes actions that can become territorial economic development. Relevant actors were identified through in-depth interviews. The actors analyzed are institutional (universities, trade and business associations, municipalities, and others). These actors are then interpreted as nodes of an institutional network through social network analysis (SNA) using Gephi software. Relationships between the institutions of the higher educational system in Rivera were identified (for example, joint careers, agreements, and research). The nodes were georeferenced (using GeoLayout), creating a dynamic institutional mapping. However, both in the local imaginary and the discourse of the authorities, Rivera and Livramento must work to consolidate themselves as a university region. In this research, it was observed that there are still no complete and agreed strategic lines in this regard. In this sense, the application of social network analysis also makes it possible to think about and encourage the application of public policies from a network and collaboration perspective between institutions to achieve complex community objectives.@en
                    [1] => El presente trabajo presenta resultados de un proyecto de investigación - acción realizado en Rivera (Uruguay), y la Conurbación Binacional que integra junto con Livramento (Brasil). La investigación estuvo orientada al fortalecimiento de una región universitaria integrada en esta Conurbación, que sea un polo de atracción de estudiantes de diversas regiones adyacentes. La investigación analiza las relaciones institucionales en el sistema de educación de nivel superior (CVES) entre 2020 y 2021, y propone líneas de acción que puedan devenir en desarrollo económico territorial.  Se identificaron mediante entrevistas en profundidad a actores relevantes. Los actores analizados son institucionales (universidades, asociaciones comerciales y empresarias, intendencias, y otras).  Estos actores luego se analizan como nodos de una red institucional mediante análisis de redes sociales (ARS), utilizando el software Gephi. Se identificaron relaciones entre las instituciones de la CVES de Rivera (por ejemplo carreras conjuntas, convenios, investigación).  Los nodos fueron georreferenciados (mediante GeoLayout). Se realiza un mapeo institucional dinámico, utilizando datos surgidos de la investigación cualitativa y del desk research.  Si bien, tanto en el imaginario local, como en el discurso de las autoridades, Rivera y Livramento deben trabajar para consolidarse en la región como una ciudad universitaria, en esta investigación se observó que no existen aún líneas estratégicas robustas y acordadas en tal sentido. En ese sentido, la aplicación del análisis de redes sociales permite también pensar y alentar la aplicación de políticas públicas desde una perspectiva de red y de colaboración entre instituciones y actores, para el logro de objetivos comunitarios complejos.@es
